What about this: all Join the Game members will participate in the
raffle. Only JtG members.

If that's allowed by German law, then we can announce "On February 5th
there will be the raffle of 2 Konqi oil paintings amongst all JtG
members". People who want to enter the raffle will know: I have to
become a member.

Would that be OK?
