if a developer uses it to create applications -> Platform

if a person uses it as a user interface that is integrated with the workspace 
(if it ships with kde-workspace or kdeplasma-addons, that's a good hint) -> 
Workspaces

if a person uses it as feature in a specific non-workspace-dependant 
application -> Apps

and it's ok if something is mentioned (from the appropriate POV) in more than 
one section.
