Hi, I probably wouldn't be the most appropriate person to write all this down, but if the problem is the lack of background information, maybe we can do a *skype call or something and I can tell you how it works, if that helps. All in all, I'd say that FOSDEM is important because it's a dense (2 days) cross-project conferences and KDE wants to play with the rest of the FOSS ecosystem. I've only been to fosdem the last 2 or 3 years, but FOSDEM is much older than that, and so is KDE's presence. Oh, and it's also important because it's one of the few community-centered conferences that happen in Europe, AFAIK.
