okay, so i think we all agree it's okay and preferable to license (at least) 
the announcements under creative commons in the future, starting with 4.11.

going backwards would be a huge effort, i agree.

do we have some sort of default license-html-code to include in the 
anouncement? otherwise the announcement-writers should take care, that there 
will be this kind of notice once the page goes live.

what about the translations? are there any translators on this list?
