State again that KP4 is in feature freeze since 4.9 (it only says that on the

This page is also so short, copying the text from 
http://community.kde.org/KDE_SC/4.11_Release_Notes#Nepomuk may make sense, 
even though it's out of the usual scope of the announcement. If done so, I'd 
remove the link to the Wiki from the main page.
