Well, I'll try my best :)

From what I see, both approaches are quite similar in several aspects from 
a user's (=promo people's) view:
* online service where material can be accessed
* access possible by Dolphin/KIOslave
* way of use will be essentially using a file system/category structure 
  approach to organize material and to implement review processes, etc.
* image/file histories may be not easy to implement (no idea about 
owncloud, 
  if they directly provide file histories that would be a great plus)
* both services are not provided by sysadmins yet (AFAIK)
* (both are new PHP based webservices with typical risks of attacks)

Coming to the differences:
1. Gallery:
This is more like a traditional webservice providing a real good viewer for all 
types of images and cool functionalities to comment, tag, categorize (IMO 
the biggest plus). The KIO for Gallery may help using it in the filebrowser 
but we should check which functionalities are provided (E.g. will 
tags/comments/ratings of files be contained when moving them?) Also the 
files are essentially stored at the webservice and from a user's view that 
means he/she must setup a file synchronization mechanism by hand in 
case a complete checkout of all files is wanted.

2. OwnCloud
This is more like a shared file system with web access from what is 
required for our use case. And for a shared file system it is really good: 
synchronization is possible, but also using it as a pure webstorage for 
users who do not want to have a complete checkout is possible. File 
manager integration obviously is quite neat. The points I am not sure 
about (simply by lacking experience with owncloud):
- can files be tagged?
- how good is the image view mode of the web client? In case the webclient 
is not as good as required, what would be a typical workflow? (e.g. 
synchronizing to your computer, using Gwenview or Digikam?)

Seems, I generated more questions than answers ;)
