Because verion number upgrade for platform is not "merely a convenience" for 
packaging, we have lots of stuff in other modules that use definitions from 
kdelibs to set the version numbering, so we need to update it. kde-workspace 
otoh lives in it's own world.

The rationale is simple, we promised kde-workspace 4.11 to be LTS and we're 
keeping that promise. If we want to mention it or not, i'll leave that to you, 
personally I would not go besides what the rest of 4.12 announcements have 
"This release does not include Plasma Workspaces since it was frozen for new 
features in 4.11.x. " but if you find a nicer non confusing way to put it, i'm 
all for it.
