Work on release notes

Morning guys As I did some work on minor and major release recently and mostly worked the same way I wanted to document it here. Normally we work with notes.kde.org. Atm I've two pages open in my browser: https://notes.kde.org/p/release_4.12.1 (for the releases tomorrow) and https://notes.kde.org/p/release_4.13 (for our next major releases). In the second link we collect information for the major releases notes (blogs posts, emails, commit-digests). On the first and thus for the minor releases I mostly just copied that notes from the last minor release, changed the version numbers, adjusted stuff for apps vs. workspaces vs. platform and then took a look at the issues fixed for this version and wrote some sentences about it.
