It was likely on fedora-kde in a discussion about Fedora 21. IIRC the one of the KDE SIG's members said that there are no plans to officially ship Plasma2 in F21 because it's too unstable/unpredictable and SC4 and Plasma 2 can't be installed simultaneously without folder prefixes which Fedora does not support for software in its main repo. Or something like that. Maybe I remember that stuff wrong, maybe things have changed (I don't hang out on IRC).
