Here's a draft. I might be trying too hard to give it content, but I did
a little research and tried to include a bit of background info for
people reading who are not clear on what "frameworks" meant (I certainly
wasn't clear prior to writing this, so probably some readers aren't).

Today KDE makes available the third beta of Frameworks 5. This release
is part of a series of releases leading up to the final version planned
for June 2014.

This beta features multiple bug fixes, and the finishing touches
required to ease the transition developers to the newest iteration of
the KDE Frameworks. This process has included contributions back to Qt5,
the modularisation of the kdelibs, and general improvements to the
components that developers can use to improve their applications and
user experience. This month finalised the removal of kfileaudiopreview
and the addition of new git tags to help distributions that still use
SVN.
