Ok, i've commited all the files needed to SVN.

I am not sure I will be available tuesday afternoon/evening (i'll be at Qt 
Contributor Summit) to flip the switches, so if we can get some volunteer to 
do it it will be better. What needs doing is:

announcements/announce-4.13.2.php
 Remove the exit();

announcements/index.php
 Remove the code that comments out the 4.13.2 text
 
download/index.php
 Uncomment the commented line and remove the one just before

index.php
 Uncomment the commented lines and remove the ones about 4.13.1 a bit below
 
info/4.13.2.php
 Remove the exit();

info/releases.php
 Uncomment the commented line and remove the one just after

Can someone take care to do it on tuesday at a reasonable afternoon/evening 
time?
