kde.org is the official KDE site and it's where we put our Announcement of the 
release.

dot.kde.org is a news site for all things around KDE and as such it carries 
news items about [some] announcements. You may see that some announcements are 
not in dot.kde.org because it was not demeed news-worthy. Or that some 
announcements are merged, or they talk about some other things that are not 
part of "the Announceent"

In my opinion they are totally different things.

On the other hand it is right that (probably due to low manpower) kde.org 
announcements and dot.kde.org news items are very similar to eachother.

dot.kde.org is not translatable, kde.org announcements are, so no.
