I wasn't aware of this document, to be honest, which already points to 
problem #1: A document people don't know about is not useful.
And I agree that problem #2 with this document is that it is horribly 
outdated.
It is, however, an extremely important document, which becomes evident 
by the observation that without an up-to-date and widely known CI Guide, 
we do our branding messaging and overall marketing quite inconsistently.
The VDG has long wanted to work on our branding, promo and PR in 
general, so we'll gladly take this over.

My suggestion would be to salvage what we can from this document and 
then start it anew, closely linked to the HIG, and when it's finished, 
promote the heck out of it until everyone in KDE at least knows it 
exists.

I'm rallying the VDG behind this effort, and then we'll be on it.
