kdeplasma-addons is part of Plasma, not of KDE Applications, when it comes to 
releases. So the ported Media Frame has already seen its release to the public 
:)

Cmp. e.g. the packages at http://download.kde.org/stable/plasma/5.6.0/ to see 
kdeplasma-addons-5.6.0.tar.xz

So any announcement about the Media Frame would have been needed with the 
Plasma 5.6 release announcement, not about the KDE Applications bundle.
