16.12 changes for 'kcharselect'

Hi,

it would be nice if the release notes for KDE Applications 16.12 could 
mention these two changes for the 'kcharselect' application:

- added a Bookmarks menu to the KCharSelect application (bug 242333)
- added Unicode "Emoticons" and other SMP symbol blocks (bug 142625)
