KDE Applications 17.04 annoucement ready for comments

Just finished putting up Paul's version (with some minor changes of my own) on https://www.kde.org/announcements/announce-applications-17.04.0.php?iknowthisisunfinished=true You've got ~16h to comment. My minor changes from Paul's version are: Removed "The very newest and best collection of apps for Plasma is ready to hit your desktop." because our apps are not "for Plasma", they work in any desktop environment. Removed "Enjoy your new desktop!" because what we are releasing here is just apps "nothing to do" the desktop. Removed "Literally dozens of libraries – the backbone of the KDE framework and apps – have been improved and stabilised, making life easier for developers, and contributing to a nimbler experience for end users." because even if it's true that KDE Applications release has some libraries they're meant to be internal to the apps (i.e. not shared with the world like KDE Frameworks) so i don't think it's worth speaking much of libraries when releasing KDE Applications. Changed "Dolphin: Plasma's favorite file explorer" to "Dolphin: Our favorite file explorer" because Dolphin works just fine outside Plasma. Changed some british to american spellings. Added the three paragraphs above the "KAlgebra" section. Of course i can be convinced those sentences need to make it back :) Cheers, Albert
