Changing the contact info on announcement pages

Hello,

There are several things we have on backlog we need to talk about.

One of them is the list of press contacts that appear on each announcement 
page (see https://www.kde.org/announcements/plasma-5.13.2.php for an example).  
Many of these contacts are not very active in Promo any more.

We discussed this during the sprint in February and thought it would be a good 
idea to change all those names, addresses, and phone numbers for one 
centralised contact, say something like [email protected]. Emails sent to that 
address would land in several people's inboxes, say those that are in the 
Promo PR subgroup (https://phabricator.kde.org/T8258). The subgroups could 
then discuss and answer queries coming from the press or other organisations.

Like that we avoid the single point of failure, we don't rely on one single 
person, and we can pass on the address when people move on.
