Since I didn't notice problems on Kubuntu I tought this was specific to the
FreeBSD Okular port, instead thanks to your response I discovered that this bug
has already been reported upstream: https://bugs.kde.org/show_bug.cgi?id=395497

At the moment there is only a workaround: removing all the noMerge="1" entries
(or setting them to 0) in ~/.local/share/kxmlgui5/okular/shell.rc
