Also remarkable, maybe a coincidence: 

* operator features such as Restart and Shut Down are 
  missing from Application Launcher. 

Still missing after log out then log in. 

After a second logout: 

reboot -r

– then the features are present. 

The affected user is a member of the operator and wheel groups.
