reverts behavior to before vt(4): allow up to _SIG_MAXSIG (128) for VT_SETMODE

vt(4): allow up to _SIG_MAXSIG (128) for VT_SETMODE [1]

changes the logic in sddm. Workaround that in sddm code. (only tested by
starting sway from sddm)
