No.  You can easily drag windows to the top left or right edge.  The
labeling is confusing.  Above it, you have a graphic with the top
left corner marked by default which makes it even more confusing.  If
there are multiple different things involved, they either shouldn't be
shown together, or it should be made clear that they are different
things.  If they are somehow related to each other, it needs to be
shown/explained in which way they are related.

This is bad interface design.  I guess whoever designed it knew what
they wanted and it escaped them that someone who doesn't know what
they were trying to accomplish is only being confused by this.
