gwenview has to be compiled to use kipi, if you don't find any reference
to kipi menus (I mean either in configure or in plugins menu) it's
probably a packaging issue. I'm sure some gv fedora packages has not
been compiled with kipi enabled, since has been alread reported by 
other users, so my advice is to look for another fedora mirror or
asking for a gv rebuilding to fedora community.

P.S. Aurélien can we change compiling policy? I meam enble-kipi should be a 
default by now while it should be disabled explicitally WDYT?
