You got it right, you need at least Qt4 and kdelibs4. The techbase page is 
good and usually kept up to date. You can also try kdesvn-build, it usually 
does a good job at keeping you up to date. This is what I use.

I am not sure lazy people will take the time to build the whole kdelibs4 to 
give Gwenview 2 a try :-). I believe instructions aren't really useful until 
at least beta1 of kdelibs4 is out.
But if you try it yourself and document any pitfall you encounter, this could 
be a good start for some build instructions!
