Which kde version are you talking about? Kde3 i believe. 
Anyway if the plugins are not shown would be for
a) gwenview has not been compiled with kipi support
b) you haven't installed libbkipi and kipi-plugins.

If you mean kde 4.0.x instead, kipi support was not already in probably.
