Looking here: http://websvn.kde.org/trunk/l10n-kde4/templates/messages/kdeedu/

it seems that there is a POT (template, without translation) of that 
application. This means that no one has translated it until now. So, you need 
to "svn cp" it from "templates" to "he", then translate and commit.
