erase problem on small DVD-RW (8 cm, 1.4 Gb)

 I have small DVD-RW disc (8 cm, 1.4 Gb, Philips).
 After "format disc" in 90% of cases I get message "Erase failed". But 
after this all processes (writing/checking/reading) are fine.
 That's the problem with erasing info on small discs?
