Missing k3bsetup.

I'm having problems with authorities and k3b. I want to run k3bsetup but it is 
not available in k3b 1.0.3 (Using KDE3.5.5 release 45.6 openSUSE 10.2). Also 
tried 1.0.4 same issues. I also have openSUSE 10.3 installed on another 
system with KDE1.0.3 and have same trouble. 

A search of the system for k3bsetup* only finds k3bsetup.mo 
in /opt/kde3/share/locale/Language( not file for en_US)/LC_MESSAGES

Should there be a k3bsetup executable and an entry under en_US?

If k3b has been removed is there  document somewhere that tells what files 
need what permissions? Searching internet says go to k3b tools or setup to 
run k3bsetup. No there either as user or root. Root says not to run as root. 
How do I backup up files owned by root. I'm the only user on this system and 
I am in the group Disk.
