k9copy will copy the original dvds to hard disk.

If the material for the dvds you want to make up is not just a straight 
copy of the source material (e.g. you want to split a long source dvd 
across a couple of disks or combine multiple short tracks onto one 
destination dvd), you need to use a program like avidemux to split the 
source material into MPEG files, then something like dvdauthorwizard to 
combine multiple MPEG files onto the one destination dvd.

Bear in mind that dvd menu generation in free software is limited due to 
the specifications of dvd menus being under an expensive non-disclosure 
agreement.

I'm sure that there are others in this mailing list or the 
dvdauthor-users mailing list mirrored at news.gmane.org as 
gmane.comp.multimedia.dvdauthor.user are more able to explain the 
process than I can.
