Mine is the same (Debian unstable):

"lame -h --tt %t --ta %a --tl %m --ty %y --tc %c - %f"

Debian has a package "libk3b3-extracodecs" described as "runtime 
libraries for the MP3 and FFMPEG decode plugin", and "toolame" described 
as "...audio encoder with a command-line syntax nearly identical to that 
of the LAME MPEG-1 layer 3 audio encoder."

It appears that the Debian packaging of k3b uses lame rather than toolame.

If Kubuntu has toolame as a package, you could probably try using 
toolame as the MP3 encoder in k3b in place of lame.
