I've pushed it into contrib as an initial revision. It shouldn't be considered anywhere near stable at this point. One big disadvantage of the way it functions now is that operations have to be done one at a time, which means parsing the file, making the change, and saving it back. Because of this, it took me about 5 hours to shuffle everything around when I did it last weekend. That was fine for my purpose; I just let it run overnight. I have ideas about allowing a stream-based command input, so one could perform multiple operations on a single parsed file.
