Actually... where *ARE* these values stored? In the user's home or in the 
profile? If the home dir, when do you notice the problem, before or after the 
user's first logon? If the profile, is this using kiosktool? Also if the 
profile, are your own profile and $KDEDIR/share/conf/kdeglobals set 
correctly? IIRC kiosktool copies settings from one of these when creating a 
new profile.
