This single line btw is the reason why Jef's config didn't work as expected. 
Your (Darin's) config makes only the screensaver settings immutable, while 
Jef's config makes the entire kdesktoprc locked down.

And also for Jef it's probably a good idea to add the 
manipulatescreen_screensavers=false action restriction.
