There are the "start_new_user" and "switch_user" restrictions that you can manually add to kdeglobals, but I don't know if it was there in SUSE 10 already. See http://websvn.kde.org/trunk/KDE/kdelibs/kdecore/README.kiosk?view=markup Otherwise it is allegedly possible to disable it in KDM's configuration.
