Redirect if missing plugin in konqueror

Hey

I have a question but Im not sure it belongs here.
I have using kiosk to set KDE up for some project. But now I want
konqueror to redirect people to a other website, when there trying to
enter a site where there is a missing pluging. It will be perfekt if it
also will be possible to write to a log file with some information like
which user, time and what plugin was missing.
