Disable Control Modules in systemsettings?

Hi!

With 

kcmshell4 display

I can open the display settings. With 

[KDE Control Module Restrictions][$i]
display.desktop=false

the use of this module with kcmshell4 is disabled. But I can still start
'systemsettings' and open the 'display settings' there.

How can I disable 'display settings' in systemsettings or disable
systemsettings for a user?
