Kiosk isn`t actively developed, it works on kde 4.x althrough support is poor. 
For example there is almost no support for plasma settings.
My reccomendation is not to use kiosk-tool, it is just a UI to setup some of 
the settings, provided in a config files.
Just go to the docs at KDE wiki and use them to tune your settings, and add 
them as default for users.
To see an example how to do this you might still want to give it a try with 
that kiosk-tool provides though.
