When I type right-alt, I get the same "select a menu" behaviour I get 
with left-alt.

The KDE control module for keyboard doesn't say anything 
about "compose", and the application for selecting a keyboard doesn't 
give me any options other than to select a keyboard. So I'm afraid I 
don't know what you mean by "keyboard layout configuration panel".
