So do you think a landing page under koffice.org, krita.org, etc. which then 
links to the more specific pages on userbase or techbase would do the trick?

Technically this landing page could of course also be part of userbase.

Do you think people not interested in KDE would mind finding the pages they 
are looking for on userbase?
