Because these are data files, they don't have to have any specific 
license under the KDE licensing policy, even if they are in KDE svn.

My personal suggestion would be some sort of creative commons license, 
since those licenses are geared towards data/content.  Maybe either 
Attribution-ShareAlike (http://creativecommons.org/licenses/by-sa/3.0/) 
or Attribution-NonCommercial-ShareAlike 
(http://creativecommons.org/licenses/by-nc-sa/3.0/).
