use of artwork

Hi people,

several dutch ppl have noticed KDE icons being used on several dutch
websites. Those websites have nothing to do with KDE, and one is even
a site offering legal advice.

I've been reading the icons' license, but it's unclear to me if/how
these sites can use crystal and tango icons.

I hope you ppl can enlighten me in this regard (preferably with a
link), so I can take action (or not).
