I'm not convinced:

1) The right to use Open Source Licenses not compatible with the GNU 
General Public License: You may link software (hereafter referred to 
as "Your Software") against the Licensed Software and/or distribute 
binaries of Your Software linked against the Licensed Software, 
provided that: A) Your Software is licensed under one of the following 
licenses: [list of licenses] [... etc]

You are not linking to the licensed software here, you are modifying and 
redistributing it.  You could license the file as GPL + this exception, 
but not as LGPL.  And that violates the kdelibs licensing policy.

This would mean that the overall license for libkdeui would be GPL + 
exception, which would prohibit commercial users from using libkdeui, 
even if they had a commercial Qt license.
