new KDE Licensing Draft

Hi, 

I've had a short look at 

http://techbase.kde.org/Policies/Licensing_Policy/Draft

and imho the "or a simple v2 or later" text should be "or licensed under GPL 
v2 or later". 

I think regarding the GPL section it should not allow v2 (only), but require 
v2+. 

As we can't use GPLv3 only right now due to Qt, maybe an additional 
clause "the licensing has to be compatible with Qt free edition" would be an 
idea. not sure if its a good one though.
