I believe the best answer is that you have to publish whatever you modify. So if you take an existing png and paint on it in kolourpaint, you /might/ be okay publishing just the final png. But if you modify the original svg, I am pretty sure that makes the svg the "preferred source", which means you must publish that. Similarly if you use gimp, then you would need to publish the .xcf with all layers, etc. Standard disclaimer: IANAL :-).
