I don't think we have a formal procedure.  Previously, there's just been
a bit of discussion and, when no-one objects, it gets updated (generally
by Jonathan Riddell).

Personally, I'm happy with the special-case exemption, although it would
be good to have a note in there that this is specifically intended for
compatibility with Wix.
