Good question, the License Policy doesn't say how and when the Policy
gets decided or amended which we should probably fix that... Recursion
error :-)  I guess it's at Jonathan's discretion.

I have been meaning to dig into the CPL more to see what it means.  A
quick Google tells me the CPL was created by IBM, and later modified
to become the Eclipse Public License (EPL), so it's not a Microsoft
written license which relieves some concerns :-)  The CPL is Debian
approved as DFSG compatible.

The FSF has this to say about the CPL:

"This is a free software license. Unfortunately, its weak copyleft and
choice of law clause make it incompatible with the GNU GPL."

So I don't see any problems with adding it, but any addition to the
policy needs to make very clear that it is not compatible with the GPL
and is currently only approved for the installer.
