No, it is not meant as a restriction at all. Icons only make sense in a 
graphical environment (not in a command terminal), so, any way you can use 
them, it is a graphical interface (a web page is a GUI, in a sense, it can 
direct you to other pages, some programs use webpages as an interface).

An add-on is usefull to clarify and expand a license. Restricting a license 
with an add-on would be dubious, possibly ruled invalid...
