Just https://kde.org/ seems a bit non-specific. It was a bit difficult
to find, but the last paragraph of
https://www.kde.org/community/whatiskde/ links to
http://techbase.kde.org/Policies/Licensing_Policy

Would the techbase link be acceptable?
