That's up to yourself, really. In most cases files used to build the source (autotools files for example) are distributed under the same license as the code, but it's perfectly fine not to do this. Many projects distribute documentation under a different license, such as the FDL. You don't even *have* to distribute that framework though. If you're not aiming to ship a package but just some code to oblige with license requirements when incorporating third party software, then just release the respective source files and be done with it. There is a list of KDE license requirements on http://developer.kde.org/policies/licensepolicy.html but note that it only applies to code in KDE CVS.
