Kubuntu 19.10 - Dolphin not saving per folder settings

I updated Kubuntu this morning to 19.10 from 19.04. The update went fine
and KDE is working well but there are some changes in how Dolphin is
operating:

1) In the past Dolphin has always saved per folder view settings, such that
some folders might be a simple grid and other folder could show details. As
of the update this morning changing the settings in any level I'm viewing
change anywhere else I look. Is there a config setting that I cannot find
that was possibly forgotten.

According to this link there should be an 'Apply to:' section in View
Properties but that whole section is now missing on my system.

2) Very minor but in the past if the trash had a file in it the trash can
icon was red. As of this morning it's just sort of a muddy heavy black.

Anyone else seeing this or have any solutions? Maybe I'm looking at the
wrong documentation?
