Themes in KDE-3.0

I am having trouble getting themes to work in KDE 3.0. I even downloaded 
and installed a theme from the KDE-Look web site. It was installed as 
root. I created a link to the location of my /kde/share files as per 
instructions. Still no themes will load. I get the message that there 
are no .theme or .themerc files.
